Marshall is a three-year-old student who is a nonverbal communicator in the Plano school system. Plano, Illinois is a town of approximately 10,000 residents. Students receiving special services were previously supported by another program, however, this year, 2016, is the inaugural year of the Plano Area Special Education Cooperative (PASEC). Marshall began school without a means to communicate his wants, needs or ideas.
