Kursten Dubbels

Experience

Kursten Dubbels is an Assistive Technology (AT), Accessible Educational Materials (AEM), and digital accessibility specialist with the Minnesota Department of Education. She leads statewide efforts to improve access to instructional materials, technology, and learning environments for students with disabilities, with a specific focus on low-incidence populations. She collaborates extensively with state and national partners, including education, vocational rehabilitation, and assistive technology systems, and serves on the Minnesota Assistive Technology Advisory Council. Kursten is a leader in advancing system-level change, supporting districts in implementing AEM and preparing for ADA Title II digital accessibility requirements.
Kursten unique cross-disciplinary perspective is grounded in education, social work, and accessibility. Her work centers on aligning evidence-based literacy practices with inclusive design to ensure all students can access and engage with grade-level content.
